Archduke Ishuggi was created Archduke of the Domain of Vland by Strephon.
Ishuggi refused Lucan's transfer order of the Vilani Fleet in 1118. The Ziru Sirka declared itself independant in the same year, and Archduke Ishuggi was elected as Ishimkarun, or Shadow Emperor .
