I like this son of Santanocheev thread. Here's how I might handle it:
"Ladies and gentlemen, thank you for coming. First picture, please. This is Captain Roderick Santanocheev, Imperial Navy, commanding the INS Stalking Cheetah, attached to 608 Squadron of the 193rd Fleet. Yes, he is the oldest son of Admiral Santanocheev.
"When the fleet ordered him to stand down upon execution of the armistice agreement between the Imperium and Outworld Coalition, Captain Santanocheev refused, stating that the armistice was a sell-out of the citizens of the Marches. Next picture. He jumped with his ship and another cruiser of his squadron, the Flying Jaguar. This picture is the Cheetah.
"Next picture. Here is his last message to the fleet, stating that he was taking the war back to the Zhodani, and concluding 'I shall return.'
"The Zhodani have advised us that their forces in the Demilitarized Zone have recently been attacked by two Imperial Navy cruisers that refused to acknowledge transmission of the armistice agreement. Zhodani sensor records -- next picture please -- have allowed us to identify these ships as the Cheetah and Jaguar.
"The Zhodani have stated that they will resume a state of war if these ships are not stopped. We believe that the Zhodani intend to try to capture Captain Santanocheev and use statements that he will make as a justification for resumption of hostilities.
"Your mission is to get to Captain Santanocheev first and terminate his command. With extreme prejudice, you understand? We don't have the resources or, frankly, the political will, to send a fleet after him, and the Zhodani may well believe that a fleet incursion is actually an act of aggression against them. So your Emperor is relying on you to keep the peace. Good luck."
