JOB ANNOUNCEMENT

The Judicial System Monitoring Programme (JSMP) is a new independent project that has been developed under the auspices of the East Timorese Jurists’ Association and the Timorese/international organisation La’o Hamutuk.  Through monitoring court cases and producing legal analysis and thematic reports on the development of the justice system as a whole, JSMP aims to assist the Transitional Administration, the East Timorese public and the international community by making recommendations for ongoing reform where specific problems are identified. The main objective of the programme is to improve the quality of justice provided by the newly established judicial system, and to promote human rights and the rule of law in a meaningful and transparent manner for the people of East Timor.

Job description

The staff member will be an integral member of the JSMP team, and will have the opportunity to contribute to the further development of the project’s work while gaining new skills in human rights monitoring and analysis.  The staff member will work together with other staff in attending court to monitor the serious crimes cases of the Special Panel of the Dili District Court, prepare news reports, and learn to assess the cases against international human rights standards.  The staff member will also participate in the writing of thematic reports and a review of the justice system, contribute to local media reporting on justice issues, and learn to maintain a database of cases and the JSMP website.  As part of these tasks, the staff member will liaise with local media, other NGOs and judicial officials, including judges, prosecutors, defenders and justice department staff.  The project is based in Dili, but occasional travel to districts may be required.

Qualifications

· Strong commitment to promoting the development of a fair justice system in East Timor
· Demonstrated understanding of the importance of the rule of law and human rights to justice and reconciliation
· Language - good command of written and spoken English and Bahasa Indonesia, some Portuguese would also be an advantage.
· Education - High School Diploma (minimum)
· Strong written and verbal communication skills
· Good ability to analyse factual information
· Strong organisational skills
· Ability to work co-operatively in a cross-cultural setting
· Computer literacy - word processing, internet and email use.
· Some legal or human rights training or advocacy experience preferred
· Some knowledge of the Indonesian legal system desirable

LOWONGAN KERJA

Program Pemantauan Sistim Peradilan (JSMP) merupakan sebuah projek independen yang telah dikembangkan dibawah perlindugan Asosiasi Juris Timor Loro Sa’e dan La’o Hamutuk, sebuah organisasi  yang terdiri dari orang-orang Timor Loro Sa’e dan internasional. Melalui pemantauan kasus-kasus pengadilan dan menghasilkan analisa hukun dan laporan-laporan tematis tentang perkebangan sistim peradilan secara menyeluruh, JSMP bertujuan membantu Administrasi Transisi, masyarakat umum Timor Loro Sa’e dan masyarakat internasional dengan memberikan rekomendasi-rekomendasi bagi perbaikan yang terus-menerus di mana masalah-masalah spesifik diidentifikasikan. Sasaran utama dari program adalah memperbaiki mutu keadilan yang diberikan oleh sistim peradilan yang baru didirikan, memajukan HAM dan pemerintahan yang berdasarkan hukum dengan cara yang bermanfaat dan transparan bagi masyarakat Timor Loro Sa’e.

Deskripsi kerja

Anggota staf akan menjadi anggota integral dari tim JSMP, dan akan memperoleh kesempatan guna melakukan kontribusi bagi perkembangan lebih jauh dari projek kerja sambil memperoleh keterampilan-keterampilan baru dalam monitoring dan analisa HAM. Anggota staf akan bekerja sama dengan staf yang lain untuk menghadiri sidang-sidang di pengadilan guna memantau panel khusus dari kasus-kasus kejahatan berat di pengadilan distrik Dili, menyiapkan laporan-laporan berita, dan belajar menilai kasus-kasus terhadap standar internasional HAM. Anggota staf akan mengambil bagian juga dalam menulis laporan-laporan tematis dan melakukan suatu penijauan kembali terhadap sistim peradilan, menyumbangkan kepada media lokal laporan mengenai issue-issue keadilan, dan belajar memelihara suatu database dari kasus-kasus dan website JSMP. Sebagai bagian dari tugas-tugas ini, anggota staf akan menjalin hubungan dengan media lokal, LSM-LSM yang lain dan para praktisi hukum, termasuk para hakim, jaksa, pembela dan staf departemen pengadilan.  Projek ini berbasis di Dili, namun sekali-kali melakukan perjalan ke distrik-distrik bilamana diperlukan.

Kualifikasi

· Punya komitmen kuat guna memajukan perkembangan dari suatu sistim peradilan yang adil di Timor Loro Sa’e.
· Menunjukkan suatu pemahaman akan pentingnya suatu pemerintahan yang berdasarkan hukum dan HAM terhadap keadilan dan rekonsiliasi.
· Mahir berbahasa Inggris dan  bajasa Indonesia, baik lisan maupun tulisan, dan lebih baik lagi bila berbahasa Portugis.
· Pendidikan - minimal berijazah SMA
· Berketerampilan kuat dalam komunikasi baik lisan maupun tulisan.
· Berkemampuan baik dalam menganalisa informasi-informasi faktual.
· Punya keterampilan berorganisasi yang kuat.
· Punya kemampuan untuk bekerja sama dalam kultur yang berbeda.
· Dapat menggunakan komputer - word processing, internet dan e-mail.
· Mengikuti pelatihan hukum atau HAM atau berpengalaman dalam advokasi sangat dibutuhkan.
· Dibutuhkan yang memiliki pengetahuan tentang sistim hukum di Indonesia.

JSMP is a new human rights project set up by the East Timorese Jurists’ Association and the Timorese/international organisation La'o Hamutuk.
