Transitional Administrator of East Timor,
and Special Representative of the Secretary General Mr. Sergio Vieira de
Mello, and Cabinet Member for Foreign Affairs Dr Jose Ramos-Horta will
address the United Nations Security Council (UNSC) in New York today. The
UNSC special session will to review the progress so far of East Timor and
to consider options for the UN presence after independence.
The meeting will consider a report tabled
by Secretary General Kofi Annan containing key recommendations regarding
a level of continued UN military and civilian presence in East Timor, beyond
independence.
“We have indicated to the Secretary General
that for a period of two to three years a modest number of senior level
international will be needed to advise the new government.” Dr Ramos-Horta
said today.
“For the period of two to three years or
more a significant number of Peace Keeping Forces will have to stay in
the territory. However we understand the International Community cannot
go on subsidising a large and expensive UN presence in East Timor.”
“We believe that the current strength of
the Peace Keeping Force can be scaled down to a credible and prudent level
without jeopardising the overall security in the territory, and without
undermining the tremendous progress made in East Timor since 1999.” Dr
Ramos-Horta said.
