"Frustrated by the increasingly embarrassing
Tampa
[asylum seekers] standoff, the Australian Government turned to its
aid-supported neighbours for help. ... when East Timor was approached,
the UN Secretary-General, Kofi Annan, stepped in to block the plan. ...
The trouble is, the Tampa operation has used up much of the goodwill Australia
once enjoyed on refugee questions. ... But with the erection of a second
camp on Nauru and negotiations to build yet more camps on Fiji, Palau and
Kiribati, the question remains: where can these people go in the end except
where they were always heading, Australia? All we can say for certain is
that they won’t be back here [Australia] before the [Federal] election."

Program Pemantauan Sistim Peradilan (JSMP)
merupakan sebuah projek independen yang telah dikembangkan dibawah perlindugan
Asosiasi Juris Timor Loro Sa’e dan La’o Hamutuk,
sebuah organisasi yang terdiri dari orang-orang Timor Loro Sa’e dan
internasional. Melalui pemantauan kasus-kasus pengadilan dan menghasilkan
analisa hukun dan laporan-laporan tematis tentang perkebangan sistim peradilan
secara menyeluruh, JSMP bertujuan membantu Administrasi Transisi, masyarakat
umum Timor Loro Sa’e dan masyarakat internasional dengan memberikan rekomendasi-rekomendasi
bagi perbaikan yang terus-menerus di mana masalah-masalah spesifik diidentifikasikan.
Sasaran utama dari program adalah memperbaiki mutu keadilan yang diberikan
oleh sistim peradilan yang baru didirikan, memajukan HAM dan pemerintahan
yang berdasarkan hukum dengan cara yang bermanfaat dan transparan bagi
masyarakat Timor Loro Sa’e.

Maksud Umum: Pada tahap I Yatina
berpartisipati aktif dalam program pemerintah yang berkaitan dengan kepentingan
dan kesejahteraan rakyat. Pada tahap II, ikut ambil bagian dalam pengelolaan
potensi ekonomi guna menciptakan lapangan kerja dan peningkatan kesejahteraan
masyarakat.
Sejarah Pendek: YATINA didirikan
pada tanggal 30 Januari 1999 atas inisiatif sarjana, untuk mengambil bagian
dalam usaha swasta. Mengingat perubahan status Timor Leste maka tahap masa
transisi Yatina ingin terlibat dalam program Pemerintah.
Kegiatan Sekarang lsm dan Kebutuhan
Utama: Semakin banyak LSM memang itu bagus, tetapi kebutuhan utama:
1. Belum tersediaannya dana operational untuk realisasi program 2. Mengatasi
kondisi rakyat yang menghadapi sulit 3. Mempersiapkan SDM dan pembangunan
swasta, sosial, HAM, lebih penting kebutuhan fasilitas transportasi, dana
operasional dan anggaran kebutuhan organisasi.
Kegiatan Sekarang: Pemerataan distribusi,
pengembalian mental rakyat, rehabilitas sarana dan prasarana, ketersediaan
semboko dan barang kebutuhan lainnya, dan peningkatan produks pangan.
Rencana: Persiapan program, kerja
dan anggaran untuk merealisasikan kegiatan sekarang termasuk mencari sponsor
milik mendukung masalah pendanaan.

YATINA is a registered East
Timorese non-government organization (ETNGO)
General Mission: Yatina aims to
develop East Timor’s economic potential by creating employment.
Short History: Yatina was established
on 30 January 1999 on the initiative of academics, to take part in private
enterprise. Considering the change in East Timor’s status and its transition
to independence, Yatina wishes to be involved in government
programs.
Current situation and primary needs:
The situation of NGOs is improving, but our primary needs are: 1. Operational
funds 2. Transport facilities 3. Human resources and private development
Current Activities: Agriculture,
non-formal
education (English, Portuguese and computer) and emergency services including
social rehabilitation, provision of tools and basic foodstuffs and other
goods.
Plans: The preparation of programs
and budgets to realise our current activities, including finding a sponsor
who can support us with funds.
