Dear all,
I’ve typed up a job description given to me by the Country Director in East Timor for the International Rescue Committee, Ulla Fomsgaard. The position holds lots of possibility and much challenge, working against violence against women in a very conservative Catholic country where domestic violence is a big problem. They have been trying, unsuccessfully, to hire for the job for some time. Please tell women you know who would be good, pass it on and post as widely as possible. There are wonderful women here working for women’s rights who would welcome outside support and expertise!

Sexual and Gender-Based Violence Program Manager or Technical Advisor
The Sexual and Gender-Based Violence Program Manager is responsible for ensuring that program objectives are implemented, documented, and monitored; and that the budget is expended appropriately. The Program Manager is expected produce reports and concept papers based on the program data and to provide technical assistance to the Sexual and Gender-Based Violence (SGBV) staff.
Key Responsibilities:
Monitor and evaluate program objectives
and make recommendations based on findings.
- Conduct quarterly evaluation using indicators
established in initial evaluation
- Compile monthly reports to submit to
Health Coordinator
Advocate for better data collection methods
with Government agencies.
- Maintain relationship with Department
of Health Services (DHS)
- Maintain relationship with Timor Lorosa’e
Police Service (VPU)
- Maintain relationship with ETTA Gender
Affairs Office
Design and implement research project that
adds pertinent information to the body of knowledge of SGBV issues.
- Identify appropriate research design
- Implement research project and analyze
research findings
- Provide information back to communities
in appropriate manner
Provide technical assistance to SGBV staff
on dynamics of sexual and gender-based violence and on program management
issues.
- Organize training opportunities, both
internal and external
- Have appropriate training materials
translated and/or created
- Organize regular SGBV work sessions
- Participate in job evaluations
Produce reports and concept papers based
on program data gathered from partnering organizations and other sources.
- Produce internal monthly reports
- Provide information to DHS and TLPS
- Create concept papers and proposals
to ensure unmet needs are addressed
Ensure grants are monitored and funds are
appropriately used for program needs.
- Maintain contact with Finance Office
- Oversee the expenditures for the SGBV
grants
Skills needed for this position:
- Experience working with grass-roots
organizations addressing SGBV issues
- Experience working in community development
- Experience in program management including
staff supervision, program design, implementation and monitoring, and fiscal
grant management - Demonstrated knowledge of research design, applied research
techniques, and technical report writing
- Experience in multi-cultural, multi-national
work settings Commitment to ending sexual and gender-based violence
