This year marks the third year of formal independence for East Timor and the sixth since the Indonesian withdrawal in 1999. Long-term reconstruction and development programs continue to operate in East Timor, many focusing on issues affecting women.

In this context, 'Challenges and Possibilities' aims to draw upon the experiences and ideas of participants, including from international organisations and East Timorese women, in order to explore three key issues:


1. The practices and assumptions of international organisations working with East Timorese women;
2. How East Timorese women have responded; and
3. How the international presence has impacted on women in East Timor.

Outline of the Weekend's Events

Friday 9 September: 6:30 pm, Public Forum (FREE to the public, registration not required)

*       Speakers will address the three key issues
*       Displays by organisations working with East Timor.
*       Opportunity to network and share experiences.

Saturday 10 September: 9 am to 5.30 pm (registration required by 8 AUGUST)
Presentations and Facilitated Workshops

*       Presentations will be combined with workshops which work towards drafting a set of principles to guide international organisations working with women in East Timor.
*       Facilitated workshops, themed according to areas of interest, will provide a participatory space for people to reflect on their experiences and express ideas.
*       Summaries from each workshop will be shared with all participants for further reflection and consideration
*       In a final facilitated session, all of the participants from the day will come together to collaborate their ideas for the draft set of principles.
*       A safe space for collective conversations, reflective dialogue and critical self and peer review.

Sunday 11 September: Informal Lunch (registration required by 8 AUGUST)

* An opportunity to reflect on the weekend's events in a relaxed environment.
* Numbers are limited so REGISTER EARLY and No registrations will be taken on the day
All revenue raised through registration, stall and report fees will be used to support the event.

Aims & Objectives

'Challenges and Possibilities' represents a unique opportunity for East Timorese members of civil society, representatives of international organisations, and interested Australians to collectively explore a critical, yet often sidelined, issue. The primary aim of the event is to create a forum for reflective dialogue, collaboration and critical self and peer review so as to make an open assessment regarding the impact of international organisations on the lives of women in East Timor. This assessment will be developed into a draft set of principles able to guide the programs of international organisations in the future.

Approach

The innovative approach to the weekend's events emphasises participation, open dialogue and collaboration in a safe, engaged environment. This will be achieved through a combination of seminars, professionally facilitated workshops and less formal opportunities for social exchange. Participants in the all-day forum on Saturday will take part in one of a number of workshops with the themes for each chosen through the registration process. This approach is designed to create an opportunity to explore in detail a particular dimension of international organisations' work with women in East Timor through the sharing of ideas and experiences by all participants.

Outcomes

*    Participants will predetermine the six workshop themes
*    An exploration and deeper understanding of the three key issues will be encouraged by the facilitation methodology
*    Draft set of principles to guide international organisations in their work with women in East Timor
*    A detailed report published in 3 languages and distributed to community organisations and government in both East Timor and Australia.
