"The Greater Sunrise oil and gas
field in the Timor Sea has been the subject of exploration,
controversy, and negotiations since it was first discovered in 1974. In
particular, the question of where to liquefy the natural gas --
converting it into LNG which can be shipped to overseas customers --
has been vociferously debated since Indonesia was forced out of
Timor-Leste in 1999. After moving ahead in fits and starts, the Sunrise
project is now getting closer to reality. This web page will include
information and analysis about the project, especially events in 2010.
... Over the last few months, the discussion over Greater Sunrise has
intensified, with Timor-Leste’s government, other Timorese politicians
and NGOs, Woodside, the Australian government and many commentators
offering their views. Timor-Leste media have been filled with polemics
and misinformation regarding the Greater Sunrise gas field and the LNG
plant that will go with it. La'o
Hamutuk is a Timorese civil society
organization which hopes that this project will give the maximum
benefit to the Timorese people. We are concerned that many of the
reports misrepresent the reality of the situation, which has economic,
legal, technical and environmental aspects, not only politics, and we
hope that this web page will help people better understand the issue."

"Many people in Timor-Leste, from
village residents to top government officials, are discussing the
benefits that our country might receive if a gas pipeline is built from
Greater Sunrise to Timor-Leste, with an LNG (liquefied natural gas)
factory in our country. ... La'o
Hamutuk has studied this proposed
project for more than two years ... We found that the benefits from
this project may be difficult to achieve, and that there are
significant risks which Timor-Leste is not yet ready to handle. We also
discussed what needs to be done to maximize the good things that a
pipeline and LNG plant can bring to our people, and to prevent or
reduce the dangers."

"Up to now, most discussions have
been in Dili, far from the south coast where a plant might be built. As
people in the south will be most impacted by such a project, they have
a right to be involved in discussions and decision-making. Therefore, La’o Hamutuk translated its
research report into Bahasa Indonesia, prepared a shorter version in
Tetum, and created a slide show (also Tetum) which we presented in
August 2008 at workshops in Betano, Lore I, Los Palos, Beaçu and
Viqueque. Local community people participated in large numbers,
including women and youth, local government authorities (including chefe suco, chefe aldeia, sub-district and
district administrators), police, media, NGO and church
representatives. Every workshop drew at least 35 people, and often
people crowded around the meeting space. We thank everyone for their
enthusiastic participation."
