La'o Hamutuk: Institut Pemantau dan Analisis Rekonstruksi Timor Timur

La'o Hamutuk adalah organisasi Timor Loro Sa'e-Internasional yang bertujuan memantau dan melapor tentang kegiatan-kegiatan dari institusi-institusi utama yang ada di Timor Loro Sa'e dalam rangka pembangunan kembali sarana fisik dan sosial. Institut La'o Hamutuk ini beroperasi dengan dasar pemikiran bahwa rakyat Timor Loro Sa'e harus menjadi pemutus utama dari proses pembangunan kembali tersebut dan, prosesnya harus se-demokratis dan se-transparan mungkin. Dalam hal ini, La'o Hamutuk melakukan suatu analisis yang tidak berpihak terhadap kegiatan Internasional di Timor Loro Sa'e dengan tujuan memfasilitasikan partisipasi yang efektif dan bertingkat oleh rakyat Timor Loro Sa'e dalam proses pembangunan kembali.

La'o Hamutuk: East Timor Institute for Reconstruction and Development Monitoring and Analysis

La'o Hamutuk is a registered East Timorese non-government organization (ETNGO)
La'o Hamutuk (Tetum for Walking Together) is a joint East Timorese-international organization that seeks to monitor and to report on the activities of the principal international institutions present in Timor Loro Sa'e as they relate to the physical and social reconstruction of the country.
* The institute operates under the assumption that the people of East Timor must be the ultimate arbiters of the reconstruction process and, thus, that the process should be as democratic and transparent as possible. In this regard, La'o Hamutuk provides non-partisan analysis of international activities in the territory with the goal of facilitating greater levels of effective East Timorese participation in the reconstruction and development of the country.
* In addition to providing information on, and analysis of, the reconstruction and development processes, La'o Hamutuk works to improve communication between international institutions and organizations and the various sectors of East Timorese society.
* Finally, La'o Hamutuk serves as a resource center, providing literature on different development models, experiences, and practices, as well as facilitating contacts between East Timorese groups, and specialists and practioners involved in matters relating to development in various parts of the world.

AID/WATCH   Monitor dan Kampanye atas dampak dampak sosial dan Lingkungan dari Bantuan Pembangunan Australia  Updated July 21, 2001

Latar Depan: AID/WATCH adalah sebuah organisasi berbasiskan pada masyarakat, tidak mengambil untung, melakukan kampanye atas keterlibatan Australia dalam bantuan luar negri dan proyek proyek, program dan kebijakan pembangunan.
Sewaktu kami memonitor Dolar pembangunan, kami bekerja untuk memastikan bahwa uang bantuan tersebut menjangkau individu, masyarakat dan lingkungan yang tepat.
AID/WATCH bekerja sama dengan organisasi dan masyarakat di negara negara berkembang, yang kebanyakan berada di daerah Asia Pacifik, dimana masyarakat terkena dampak yang merugikan dari aktifitas proyek pembangunan Australia.
Hal ini bisa terjadi melalui program program bantuan bilateral, Bank bank pembangunan multilateral dimana Australia berkontribusi, seperti World Bank, IMF, ADB dan perusahaan perusahaan Australia termasuk EFIC (ECA) yang dimiliki oleh pemerintah Australia.
Aliran dari uang bantuan bisa jadi sangat positif terutama dalam program program kesehatan dan pemulihan darurat (emergency).

AID/WATCH   Monitoring the Development Dollar  Updated July 14, 2001
AID/WATCH is a community-based, not for profit, activist group that campaigns on Australian involvement in overseas aid and development projects, programs and policies. AID/WATCH works with partners in low-income countries, including East Timor, where people are adversely affected by Australian development activities. This may occur through bilateral aid programs, multilateral development banks and Australian corporations. AID/WATCH also aims to inform the Australian community of how their aid dollar is being spent and what impact it is having, believing that increased awareness of the reality of international aid will lead to aid programs that truly benefit the local population.
Purpose: To support people and communities in low-income countries to determine their own development futures; to ensure that aid money reaches the right people, communities and their environments, and that aid projects are implemented with stringent environmental, ethical, social and cultural guidelines

Duas Organizações Não Governamentais portuguesas, a COMISSÃO PARA OS DIREITOS DO POVO MAUBERE (CDPM) e o grupo ecuménico A PAZ É POSSÍVEL EM TIMOR LESTE que, desde o início da década de oitenta, se solidarizam com a causa do Povo de Timor Leste, tomaram a decisão de criar o OBSERVATÓRIO TIMOR LESTE. A vocação do Observatório Timor Leste é, no quadro das recentes alterações do regime de Jacarta face a Timor Leste, o acompanhamento, a nível internacional, do processo negocial e, no interior do território, do inevitável período de transição que se anuncia.

East Timor Observatory  Updated Jan 25, 2001
ETO was set up by two Portuguese NGOs - the Commission for the Rights of the Maubere People (CDPM) and the ecumenical group Peace is Possible in East Timor,  which have been involved in East Timor solidarity work since the early eighties. The aim of the Observatory was to monitor East Timor's transition process, as well as the negotiating process and its repercussions at international level, and the developments in the situation inside the territory itself.

La vocation de cet observatoire est d’accompagner le processus de transition du Timor Oriental, aussi bien le processus de négociation que ses répercussions au niveau international et l’évolution de la situation à l’intérieur du territoire.
