"APODETI was founded on 27 July 1974 in support of ‘autonomous integration into the Republic of Indonesia based on international law’ as an alternative to the options promoted by UDT (federation with Portugal) and FRETILIN (total independence). The Party’s manifesto also commented on the ‘failure of the Portuguese colonisation of Timor’ and committed APODETI to introduce compulsory Indonesian in schools and to uphold essential human rights, the just distribution of wealth, a minimum salary, the right to strike, free education and health, and freedom of expression. It supported freedom of religion and opposed racial discrimination but had a declared bias towards the Catholic Church and commentators remarked on its anti-white attitudes." "APODETI didirikan pada tanggal 27 Juli 1974 dalam dukungan terhadap ‘integrasi otonomi ke dalam Republik Indonesia berdasarkan hukum internasional’ sebagai alternatif terhadap pilihan yang ditawarkan oleh UDT (federasi dengan Portugal) dan FRETILIN (kemerdekaan penuh). Manifesto partai ini juga mengomentari ‘kegagalan kolonisasi Portugis atas Timor’ dan mendorong APODETI untuk memperkenalkan Bahasa Indonesia sebagai mata pelajaran wajib di sekolah-sekolah dan menjunjung hak-hak asasi penting, pembagian kekayaan yang merata, upah minimum, hak untuk mogok, bebas biaya pendidikan dan kesehatan, dan kebebasan mengeluarkan pendapat. APODETI mendukung kebebasan beragama dan menentang diskriminasi ras namun memiliki kecendrungan positif terhadap gereja Katolik dan komentator mencatat sikapnya yang anti kulit putih."
