Complete text of report [150KB] added May 22
"UDT was formed on 11 May 1974, the first
of the political associations following Portugal’s Carnation Revolution
and, initially, the largest. Its founders were predominantly public servants
in the Portuguese administration, landholders, Catholic and strongly anti-communist.
They included founding president Mario Carrascalao (later Indonesian appointed
governor of East Timor and now president of the Timorese
Social Democrat Party), Augusto Cesar Mouzinho (then Mayor of Dili),
Francisco Lopes da Cruz (later a senior adviser to then President Suharto),
Domingos de Oliveira (a customs official and currently UDT Secretary-General)
and Mario Carrascalao’s brother, Joao Carrascalao (now UDT President and
UNTAET Cabinet member responsible for Infrastructure)." Pat

Report
"UDT - União Democrática
Timorense, fundada em 1974. Preconizava inicialmente a manutenção
dos laços com Portugal. Por razões circunstanciais e questões
pessoais muitos dos seus dirigentes estão hoje dispersos noutros
partidos. Principal dirigente: João Carrascalão, Ministro
das Infra estruturas no Governo transitório. FRETILIN
... É considerada
o segundo partido mais importante. Contudo, não existe informação
sobre a sua actividade, excepto em reacção à actividade
de outras forças, PSD e CNRT."

"UDT – Timorese Democratic Union,
founded in 1974. UDT initially advocated maintaining links with Portugal.
For circumstantial and personal reasons, its leaders are now dispersed
in other parties. Principle leader: João Carrascalão, Minister
of Infrastructures in the transitional government. FRETILIN
and UDT are represented on the National Council (legislative body appointed
by UNTAET) by second rank militants (Cipriana Pereira e Maria Lacruna),
and have refused to send representatives to the CNRT’s
Permanent Council (PC) in protest over the lack of real authority of these
two bodies. ... Although regarded the second most important party, no information
is available on its current activities, except for its reactions to the
activity of other forces, SDP and CNRT."
